India needs effective strategies for planning and development of its projects and proposals to be implemented at the grass root level with time-based benchmarks. The Central and the State Governments must ensure that the officials understand new concepts like responsibility, answerability, blameworthiness, liability and good governance through proper planning as well as development. They must also be accountable for the responsibility of actions, products and policies including administration, governance and implementation and the obligation to report, explain and be answerable for consequences.
